Flash 19 not working on Windows 10

I'm unable to access any page running Flash (19.0.0.245) in Chrome (46.0.2490.86), Edge (20.10240.16384.0), or IE11 on my Windows 10 machine. In Chrome, attempting to access pages like youtube.com or espn.com returns the "A plugin (Shockwave Flash) isn't responding" bar and the page becomes unresponsive. The same pages fail to load in Edge or IE11 with no further explanation.


I've tried resetting browser settings/cookies, disabling hardware acceleration, and shutting down the computer entirely, but none of those operations had an impact.

If I disable the Pepper Flash plugin, the pages respond but I'm (obviously) unable to access video or audio content from the affected pages.

Appears to have been a local issue. Ran a system scan (sfc /scannow), disabled Fast Startup, and rebooted. Everything is working normally now.
