Flash Background auto background updater not updating all Enterprise pcs

Our current versions are 24.0.0.194, 24.0.0.221 and 25.0.0.148.

We have deployed Flash background updater as follows in our Enterprise pcs (1200+) Win7 Sp1 pcs for activex and npapi:

1. mms.cfg in C:\Windows\SysWOW64\Macromed\Flash

AutoUpdateDisable=0

SilentAutoUpdateEnable=1

SilentAutoUpdateVerboseLogging=1

2. Flash Player Settings Manger

Updates are set to Allow Adobe to install updates

3. Adobe Flash Player Update Service is set to Manual ("Stopped") which runs from the task scheduler:

The path to the executable C:\WINDOWS\SysWOW64\Macromed\Flash\FlashPlayerUpdateService.exe

4. Task scheduler is set to run everyday

4. Permissions for the SYSTEM user account are set as follows: Full Control, Modify, Read/Execute, List folder Folders, Read and Write.

5. Our security appliance is set to bypass the FTP site for Macromedia. 

Still, several hundred Enterprise pcs lag behind by up to 4 to 6 weeks to receive the update:
