flash choppy unless using mouse

Hey guys, new to the forum here, but I have looked everywhere else.

I am having an issue on a few brand new PCs where when I try to play a flash game or video, the video is very choppy, even though the audio continues on fine.  But if I move the mouse around the video is fine.  I have checked a lot of places on the interwebs and a lot of people are having this problem but no one is offering a real solution.  I have updated flash to the newest, even went on and got the beta version from adobe labs and still no dice....Any ideas?
