Flash cookies turned off

When accessing a website (lets say https://website.domain.com) that is flash based this messages is received: "Flash cookies are turned off. This product will not function correctly without the Flash cookies."

The problem is occurring for me only when accessing via Internet explorer.  I can access the website from chrome or firefox without issues.   Other users have the same problem with other browsers.

I can access the web page if I do not use the fully qualified name (https://website)

I've deleted the local storage for all sites.  When accessing https:\\website.domain.com an entry for the site does not get created, as well a folder is not created in the C:\Users\user\AppData\Roaming\Macromedia\Flash Player\#SharedObjects\ folder.

Flash version: 20.0.0.286

IE version: 11.0.9600.18163

I've reset IE settings to default.

I've created a manual entry for the website domain for the local storage.

Nothing has change the behavior for this web site.

I'm hoping someone has an idea what the next steps would be for troubleshooting why the flash cookie in IE is throwing the error that it is turned off when this is not the case.
