Flash crashes IE. Green Screen.

We have a Windows 7 Pro machine that will not play not play flash videos. When the user tries to play flash content they simply get a green screen, then Internet Exploder crashes. We have tried both IE 9 and 10. I have uninstalled and reinstalled flash several times and yes its the latest version unless a new one was released this morning and yes Windows is fully patched. I followed the steps in this link: http://helpx.adobe.com/flash-player/kb/flash-player-games-video-or.html#main_Flash_Player_information but nothing resolved the issue. Step number 8 from the link could not be completed because when I open the Flash settings to disable hardware acceleration I am unable to uncheck the box. I am actually unable to click on the settings pop-up at all and the keyboard must be used.

Does anyone have a resoltuion for this issue? The machine does have an ATI graphics card in it but I find it extremely hard to believe that this is the cause for the inability to play flash content, just in case I checked the driver version and it is the latest driver offered for the card. Any information would be helpful at this point.

Is this a 64 bit machine?  Can you post the contents of the system's dxdiag report?
