Flash Distribution request never received

I applied for a new flash distribution license months ago and never received it. I used to have it plus Shockwave and Reader but now it not longer allows me to download the flash MSI files. I no longer need reader as we purchased Acrobat through our creative cloud agreement. I have multiple workstations within our school district now unable to run student programs because of the flash being outdated.
