Flash downloaded and installed on El Capitan but won't operated due to security?

I keep getting a message that I need to adjust my apple security settings. It only won't work on Safari. Chrome is fine, how do I get Safari to work with flash?

I have removed malbytes and addstopplus, thinking they were the cause.
