Flash in volume mixer keeps resetting desired volume.

A month ago, flash showed up as a separate volume control in my mixer. I play audio on low often as my sound system is loud and the Flash volume is always resetting to the loudest possible volume (Device volume). Every time a new video or stream starts, I have to open the mixer and readjust the Flash volume. This problem seems to be a few years old and I have not found a real answer on the forums, so I'm hoping i can find a fix by asking or submit a bug report.
