Flash install won't "abide"

EVERYTIME I start up any of my browsers, the Flash Player isn't working and has to be reinstalled.
Even if I quit the browser for five seconds and relaunch, Flash Player is no longer installed.
I've tried the un-installer, but that makes no difference.
What's up with that?

OSX 10.4.10, Firefox, Safari, Netscape, IE

    Is there no one here with a clue?

    I've repeatedly checked permissions, and run Yasu, but to no avail.
    EVERYTIME I launch my browser, any browser, Flash Player is no longer installed.

    Am I the ONLY one with this problem?
