Flash issues with IE 11 on Window Server 2019

    I installed the Flash support with my base install on Windows Server 2019, all was working great until Windows did it's update.  Not sure if something changed with security, add-in, windows update that is causing it to NOT to work on IE 11.  It does work with EDGE, that proves that Flash is still installed but just does NOT want to work with IE 11.   Please provide suggestions, I have tried

- Enabling and disabling add-on

- Tried running with Active-X Filtering On and Off

- Tried reducing security settings to LOW

- Turned Pop-Up off

Ruunning out options.
