Flash has never worked right in 8.1 No mater what I do it's dead

I've tried all the stuff on the help page still no good

Can anyone help before I blow this CPU away Just like the last one

    What does "Flash has never worked right in 8.1" mean?  Please be specific in explaining the behaviour experienced.  Also provide the following information:
