Flash or Windows keeps asking me if I really want to run Flash and then loops.

Flash or Windows keeps asking me if I really want to run Flash and then loops. PayPal withdraw money thanks to this, but the shop never got the order, thankfully they eturned the money. How do i fix this? I have done the suggestions on the web page. I also reste Explorer, all passwords are gone, that's going to take a while to fix... (Don't tell me "use Chrome", things should work!)
