Flash Player 11.9 Keeps Asking to be Installed

The latest version of the flash player has been installed on my pc, however, when accessing certain websites, a window pops up asking if I want to install the flash player or not - even though it is already installed. We have tried several options such as uninstalling then reinstalling the player and Mike M's suggestion "deepclean" to no avail.

This has been happening since it was updated to the newest version and is extremely irritating.
