flash player 11 windows 8.1 broken

flash player is pre installed on windows 8 right? well it doesn't seem to be working, every site i go on says i need to install it, and then i just get, its already on your system. I have followed your troubleshoot test and those are not the issue. i test to see if flash player is on my system and it says it is but nothing works, it really annoying, (reached the edge)@
