Flash Player 22 won't begin install on Vista

I'm running Windows Vista on a Dual Celeron 32 bit, using Firefox and Opera.

After downloading the install I click on the file to see nothing happens.

I check the problem page and it suggests the security certificates are not compatible and to go to Microsoft and install a patch.

I go to Microsoft, I click on the appropriate x86 machine patch, to be told that the patch is not for my machine.
