FLASH PLAYER 23 Not detected

I'm running mac os El Capitan 10.11...I can't play Pogo games it says my adobe flash player needs to update to adobe flash player 23, I have done it 2x and restarted Safari, but still have the same problem

    If you haven't done so, make sure Flash is enabled in the browser.  See Enable Adobe Flash Player for Safari

    Hi,

    Please verify the version you are using from the link Flash Player Help​. If not on the latest version already, download it from the same link.

    Sorry, Flash Player is either not installed or not enabled.

    Please go to step 2.   

    This is the message that comes up when I checked to see what version via the link you gave me,  In my system preferences it says I have

    NPAPI Plug-in version 23.0.0.185 is installed.    PPAPI Plug-in version 23.0.0.185 is installed.
