Flash Player 28 FAIL on IE11

Every time Adobe updates Flash Player, I have to manually update all three browsers on my laptop (Firefox, IE11, Chrome).

Does Adobe have ANY clue what a PITA this is? It ends up taking HOURS, particularly when the install instructions (for IE, this time) DO NOT WORK.  (Perhaps I need to try it as Admin ... an undocumented requirement?)

What does this mean?  Please provide detailed information so that we may better assist and update instructions if need be.
