A description of the actual symptoms you're experiencing and the steps you take before encountering them would be helpful in terms of understanding the problem you're trying to solve.

My guess is that you're visiting a website and it's telling you that you don't have Flash Player installed.

Here's my advice for that issue:

First, confirm that ActiveX Filtering is configured to allow Flash content:

Internet Explorer 11 and Edge introduce a number of changes both to how the browser identifies itself to remote web servers, and to how it processes JavaScript intended to target behaviors specific to Internet Explorer. Unfortunately, this means that content on some sites will be broken until the content provider changes their site to conform to the new development approach required by modern versions of IE.

You can try to work around these issues by using Compatibility View:

If that is too inconvenient, using Google Chrome may be a preferable alternative.

Flash Player is a browser plugin and only works in the browser.  I'm not sure what you mean by "there is no icon...anywhere".

Please ensure Flash Player is enabled in the browser:  see Adobe Flash Player issues with Windows 10 (Microsoft Edge)

The latest version is 23.0.0.162 released today.  If you're system hasn't updated yet, go to 'Settings > Update & Security > Check for updates' to check for, and install, the update, if available.

Thank you m. vargas. so I've done all that. How/where do I open it?

It's not opened by itself.  It's used, by the browser, when visiting a site that requires the plugin.
