As of Windows 8, Microsoft embeds Flash Player in IE, and Edge in Windows 10.  They consider it a protected system file and lock the file to prevent its deletion.  Of course, nothing stops a user from unlocking the files and deleting the them, which appears to be what you have done.  Since Microsoft embeds Flash Player in IE/Edge all updates are released by Microsoft a separate standalone installer does not exist.  You can try one of the following to restore Flash Player to your system:

• Run sfc /scannow from the Windows Command Prompt
• Refresh Windows 10: http://windows.microsoft.com/en-us/windows-10/windows-10-recovery-options​ See Reset Your PC > Keep my files

If neither of these work, you may need to re-install Windows.
