I'm not sure what the question is. It sounds like the uninstaller is unable to complete because something on the system is currently using Flash Player. This could be something that's running in the background (IE and Legacy Edge stay resident as a load-time optimization, as an example).
In that instance, I think we mark the files to be removed at the next reboot, and Windows takes care of it before any of the start-up software gets to load, so that they're guaranteed to be free.
