Flash Player Camera and Mic, and Playback Settings Don't Persist

Running Adobe Flash Player on Mac OS X 10.11.6 El Capitan, and Flash Player version 25.0.0.127 - experiencing a consistent problem with the Flash Player preferences (under System Preferences):

1) Camera and Microphone settings tab -- I select "Block all sites..." and the next time I check the settings (days/weeks usually) it's reset to "Ask me..."

2) Playback settings tab under Peer-assisted Networking -- I select "Block all sites..." and the next time I check the settings (days/weeks usually) it's reset to "Ask me..."

Given today's security environment, it's particularly disconcerting that the Flash Player camera, microphone and peer-assisted networking features regularly reset away from the "Block" selection. How about a Double Block with Triple Lock option?
