Flash Player disabled?

IN NEED OF HELP!

Any website that I click on that requires ADOBE Flash says that I need to update the version of flash I am using but when I am redirected to the website it says that I have the most recent version but it is disabled and gives me directions to enable it. I follow of the steps CORRECTLY over and over but it still does not work.
