Flash player disabled

Websites keep saying that my flash player is disabled like Flash Player Help , despite me going to chrome://settings/content and selecting allow all sites to run flash,  Flash Player Help still says its disabled and the clouds do not appear at the bottom of the screen. I'm on a MacBook Pro, macOS Sierra Version 10.12.4.
