A "failed to register" error indicates permissions errors in the registry and/or file system.  You're not seeing this when installing Flash Player for Firefox because Flash Player for Firefox and IE write to different locations of the registry.  You'll need to fix permissions in the registry/file system in order to install Flash Player for IE.  Please see the Microsoft tech note https://support.microsoft.com/en-us/kb/968003 for instructions on fixing the registry/file system permissions.

I have done these steps. But the problem is right there. I had install with web installer 'flashplayer23ax_raie_install.exe' and with downloaded installer 'install_flash_player_ax.exe'. Both times same result. The ActiveX-Steuerelement can not be registered.

Please provide the FlashInstall.log file saved at C:\Windows\SysWOW64\Macromed\Flash.  You can upload the file to cloud.acrobat.com/send using the instructions at How to share a document and post the link to the uploaded file in your reply.
