Flash Player does not work.

I have Windows 8 and IE 10. When I try to watch a video I get a message telling me to "Install Adobe Flash Player" but if I click on "install" I get a message that it was installed with Windows 8. It does not appear in my programs or downloads. It does appear in my "add ins" and is enabled but the line above it says "not available".  My ActiveX Filtering is not on. Nothing I have tried has allowed me to watch videos. I continually get the message to install adobe flash player.
