Flash Player does not work in Internet Explorer

Flash Player does not work in Internet Explorer. In the instructions below, I can not perform step number five, because the "Enable" button is not active, as well as the "Disable" button.

Enable Flash Player 

  

  

Ensure that Flash Player is enabled.

    Open the page that has the rich media content in Internet Explorer. For example, visit Flash Player Help.

  •   
    Click the Tools menu, in the upper-right corner of Internet Explorer.

    Click the Tools menu

    From the Tools menu, choose Manage add-ons.

    Choose Manage Add-ons     

  •   
    Select Shockwave Flash Object from the list.

    Note:  Ensure that your current website has rich media content. If the current website does not contain rich media content, Shockwave Flash Object doesn't appear in the list.

    Select Shockwave Flash Object     

  •   
    Click Enable, and then click Close.

    And this is what I saw when I tried to install Flash Player, as I was advised. Before this, I uninstalled it completely from my PC

    Did you definitely follow this step: "Note:  Ensure that your current website has rich media content. "

    Please share the web site, the people who understand this sort of thing will need to know. If it's private/subscription/secret, please try with a public site that uses Flash.

    Yes, of course, website has media content. This is what I see on the site and cannot view it
