Flash Player doesn't seem to like custom zoom level on IE11 - Win7 64 bit

Had encountered this issue since FP18, so I reverted back to previous problem-free FP17.

There is new v19 update recently and I was hoping that this version will fix the issue but turns out it doesn't as well.

The issue goes this way:

I'm using custom zoom level(110%) on IE11, everything's fine before FP18.

After updated to FP18, the videos looked pixelate/blocky on youtube, I've try many things ranging from uninstall/reinstalling FP, display driver, ditching settings in IE and FP but still no cure.

Finally, I found the cause of it, it was the zoom level on IE11 created this issue.

FP versions after v17 doesn't seem to like the IE11's custom zoom levels ranging from 101% to 117% and this exclusively happened only on 480p video clips, there is no issue on other res.
