Flash Player download will not "Run"

for various reasons,I recently "wiped" my computer down to its original 32-bit Vista version.  In doing so, I am naturally re-downloading various software, and among them is Adobe Flash Player.  I can download the program, and have insured that the Firefox Browser add-ons are accepting adobe products.  one the Adobe products downloaded and has ran without a hitch.  However, the Flash Player will not engage the Run command.  I have double-clicked it.  I have pulled the download onto my desktop to double-click it, and have attempted "open as administrator." none of the ordinary ways to have Flash Player activate are working.  For some reason this software will not engage the PC system, and have never had this problem with the Flash Player.  Please advise.  thank you kindly for your time and consideration.

    This is most likely due to a signing certificate issue. The online installer uses the SHA256 certificate, which may not be compatible with a computer that is running Windows Vista SP2 or Windows Server 2008 SP2.
