Flash Player Help Please

Hello. I'm working on a Windows 10 PC.  Ran through the troubleshooting steps to make sure Flash Player is installed, shockwave player add on is enabled and active X Filtering is off.  Still unable to view a webpage that indicates "Get Adobe flash player"

I was previously able to access this site correctly from this PC (within the last 30 days).  Not sure what setting I changed or what update happened.  Can you please help? Thanks.
