Flash Player in Windows 10

Unable to open photo's or videos that need Flash Player in my Windows 10 OS.  each time I try to open one it says I need to install Flash Player. The test says its disabled and I need to go to Settings to turn it on.  Over the last months I've done this exercise dozens of times and it still won't work.

What do I need to do to get windows to recognize Flash Player is installed and Function as advertised.
