Flash player installed on win 7, did all tests, why doesn't it work?

Have  installed Flash Player on win 7, appears in control panel as installed but doesn't work when called upon.  Have gone through every solution offered under solutions from activating it under manage add ons to activating java, everything!  when I test with the box where it should appear nothing comes up.  I would give up but I want to send a Hallmark card that requires this pain in the neck flash player
