Flash Player is disabled

I am trying to play a game on my laptop, and every time I try to log into the game, the prompt is to update my adobe flash player.  I have tried to update it and the prompt that I get is that it is installed with Windows 10.  So when I check to see if it is enabled, I get the prompt that it is disabled.  Then it gives me steps on how to enable it.  I have followed the steps several times, and it says that my adobe flash player is on.  But when I run the check to see if it is enabled is says that it is disabled.  This is becoming very frustrating.  Please help.
