Flash Player not accessable

I am running win. 7 & explorer 9. Flash player downloads but is not accessable. It is listed in my program files

there is no short cut on home page either

Flash player is a plugin based program that is installed into the browser.

Also if you go to start>control Panel>Programs and features, you can find flash player over there.
