Flash player not running with chrome windows 8.1

Hello,

I have windows 8.1 64 bit and Google Chrome as browser. The Flash player objects in the browser are not running. If I ask why, the answer is that the flash player is installed, but is not activated. Of course that is not true, because flash is activated in the setting window of Chrome. Then, I have tried to delete or rename the pepflashplayer file, but nothing to do. At the end I have uninstalled Chrome and re-installed it again, but without any difference. Can you help me?
