Flash Player Not Working in Windows 8.1 IE11

I am running Windows 8.1 with IE11 and Flash player will not work. I have tried the following to resolve my problem:

  • Made sure that Flash player was not disabled under manage add ons in IE.  Flash player does not appear in the list
  • Uninstalled the Windows Update for Flash Player, restored, checked for updates, installed updates, restarted the computer,
  • Uncheck enabled Enhanced Protected Mode in IE
  • Active X filtering is not enabled
  • Turned IE11 off in the Add/Remove features part of control panel, restarted, checked it back, restarted
  • Added the site to Compatibility view
  • Registered Flash.ocx

If anyone has found a fix for this, other than using Firefox, Chrome or reloading the system, please respond with the fix,

Does Flash Player work for all user accounts (standard and Admin) or just one or the other?


We have received reports of Flash Player working under one account type, but not another.  We have been unable to reproduce.  If you want to provide forensics that we can send to Microsoft to investigate further please do the following:

From an account with Administrator privileges:

  1. Download Process Monitor from https://technet.microsoft.com/en-us/sysinternals/processmonitor
  2. Navigate to your Downloads folder (Start > File Explorer > Downloads) right-click on ProcessMonitor.zip and select Extract All… to extract the files.  The default location (C:\Users\you\Downloads\ProcessMonitor) is fine.
  3. Navigate to the ProcessMonitor folder if it didn't open automatically, and double-click Procmon.exe
  4. If the affected user is not the currently logged in user, click the Start button, choose the affected account, and log onto the impacted account
  5. Attempt to load Flash in Microsoft Edge and IE (if both are affected), by navigating to http://www.homestarrunner.com/
    Using a simplistic site will keep the trace more minimally sized.
  6. If necessary, switch back to the account running Process Monitor.
  7. Choose File->Save
  8. Select All Events, and leave Native Process Monitor Format (PML) selected
  9. Close Process Monitor
  10. Use Adobe Send to share the file (see How to share a document FAQ)
  11. Private message me the link to the uploaded file

Alternatively, a number of users have confirmed that a non-destructive refresh of the Operating System resolves the problem where Flash Player works on one account type but not another on, Windows 8.1 and higher.

Flash is not working with standard users or users that are part of the Administrators group.  I will download process monitor and follow the above directions.
