flash player not working on 10

have windows 10

says adobe is on and it doesn't work

when i try to use it it says the most recent version isn't downloaded and i can't figure out how to get this to work

    Microsoft embeds Flash Plaer in IE & Edge browsers on Windows 10, but it's disabled by default and prompt the user to enable/allow Flash if the content requires it.  To do this, the browser relies on the content Flash detection script to determine if it needs Flash or not.  If you're not being prompted to allow/enable Flash, it's most likely content issue.
