Flash Player Projector Won't Save Local Data

OS: Windows 10

I'm trying to use the flash player projector (otherwise knows as the standalone flash player) to run .swf games. The issue is, the games are unable to save to local storage (for save files and/or settings). Local storage is set to allow, and in the control panel flash storage settings it's set to allow. Saving works on my chromium based browsers, which as I understand use a different method for storage, but on IE and the standalone flash player projector, nothing will save. This includes the global storage settings from the settings manager page on the adobe website. When I change the default max allowed storage space from 100kb to unlimited and reload the page, the setting has reverted itself back to 100kb.
