Flash Player & Reader Download complications

My problem first began with not being able to update my flash player.  Everytime I would try to download it, the screen would say "installation failed. Not enough permissions."  I updated my system to OS X El Captian 10.11.5, I read forums & made sure my internet security enables javascript & allows plug ins for adobe, I removed adobe completely from my computer to do a clean reinstall, but again, everytime the install sends me the same message "installation failed. Not enough permissions."  so I cannot get anything adobe on my computer now.

I attempted to read a contract and it said my reader needed to be installed as well and the same message came back.
