Flash Player saying its not installed

Browser:  IE 11.535.18362.0, Chrome 79.0.3945.117

Flash Version:  32.0.0.207 (varies)

When users click on a link to view Flash content, they are presented with an error that states "Adobe Flash is required" along with a link to download and installed.  Even with doing so, with Administrative Privliges, and deleting cache, browsing history, etc., they are unable to view the Flash content.  This issue exists on some computers, but not all, and one day it will work on COMPUTERA and not COMPUTERB, but the next day or even later in the same day, the error swaps computers.  The website is functional and can be accessed by others.  All computers are in a corporate environment where updates are managed very strictly.  How can we stabalize this so that Flash is recognized, especially in IE, so that users can view Flash content?
