Flash Player still isn't working?

I can't get my Adobe Flash Player to work for videos on my MacBook Pro computer. The Flash Player has been successfully downloaded but still isn't working. I'm runnimg Mac OS X, Ver 10.9.1,  and Safari Version 7.0.1. When I check my Safari Preferences it does not show "allow all other plug-ins" as an option?

    Safari 7 Preferences>Security has "Allow Plug-ins". The name changed, but it's the same as the "Allow All Other Plug-ins" of 5 or 6.

    You may need to do a clean install, however.
