Why does Flash Player stop working after restarting the computer? I have to download Flash Player several times a day. Is Norton causing this? When I re-download, I get a message that I don't have sufficient user privileges, but it fixes the problem, anyway!
I found on the internet a way to retake administrative control of your files, one-by-one. It works. Not too difficult if you write down the steps.
Also, I saw on the internet a way to do take control of your administrative account using command prompt. I haven't tried that yet.

That said, the permissions being messed up on the files is a symptom, not a cause. You might get away with lifting the lock and blowing those files away and things will work normally after that.
The point I want to drive home is that it would be smart to take the opportunity to back up anything critical. You could just as easily being the first signs of catastrophic disk failure. Having lost my share of data that wasn't backed up, I always count those early warnings as gifts and take them seriously at this point. There are plenty of good, free/cheap online solutions (especially if you don't have a lot of data that you really care about), as well as the traditional removable disk approaches.
