Hello,

I have looked at Puffin Browser - It’s Wicked Fast!  which uses flash in the cloud! Would this also possible on browsers like chrome and firefox? So flash player is in the cloud?

Puffin a great option for mobile, but it's basically a remote desktop session to a Linux server running in a datacenter.  If you're on a device that's capable of running Flash Player natively, you're going to get much better performance doing that.
