Flash Player v 10.2.153.1 Enabled but Not Working in IE9

You are giving very good advice here,
for which I thank you; but unfortunately
it is not enough to resolve my similar
issue with the Flash Player.  Details follow.

I had successfully updated the Flash Player
to work with IE8 32-bit on my Win 7 Pro SP1
64-bit PC.  It worked in both IE8 and Opera.

Please note that this is a single-user machine
defended and kept clean by VIPRE Pro AV +
Firewall (Windows Firewall is OFF), and I keep
internet caches and Registry clean with Piriform
CCleaner (latest version).

On March 25, I tried to install IE9, but could not. 
With free tech support by phone from Microsoft
I ended up rolling Windows 7 back to before SP1,
then reinstalling the 65 updates needed to bring
the system current again.  This worked, and I
successfully installed IE9.

Since then, the Flash Player has NOT worked
in IE9 (which is definitely 32-bit).  Downloading
from Adobe failed, so I followed the instructions
to manually uninstall it, rebooted, ran a scan with
Malwarebytes which came up clean, and manually
reinstalled the Flash Player for both IE and Opera.

The registry key you mentioned does NOT exist
on my machine - NO kill bit set.  The Macromed
folder DOES exist in SysWOW64, the log DOES
show Flash IS installed, and I can see the files:
Flash10o.ocx, FlashUtil10o_ActiveX.dll,
FlashUtil10o_ActiveX.exe, NPSWF32.dll, and
FlashUtil10o_Plugin.exe - ALL are v 10.2.153.1. 
The file flashplayer.xpt is also present, and ALL
of the files show installation on March 27, 2011.

Flash shows as ENABLED in IE9, but I cannot
view online Flash content.  However, I CAN see
offline (locally stored) Flash content in IE9.  Also,
I CAN see online Flash content in Opera.  Plus,
a third-party program from NirSoft that I installed
AFTER the manual Flash installation shows it as
ENABLED.  Yet it still does NOT work for online
content (as in the test on the Adobe site) with
IE9.  The test DOES succeed for Opera.

I have since looked at the other posts about IE9
issues with the Flash player.  Methods tried for
those do not help me either.  The test still fails
for IE9 but succeeds for Opera.  Also, the
Flash download page does NOT work in IE9,
but I CAN download files with IE9 from OTHER
sites that use ActiveX controls in the process.

Please note that I prefer to have prompting ON
for ActiveX controls, but I have prompting OFF
now to eliminate that variable from this issue. 
(It was ON without causing trouble when I
updated the Flash Player to v 10.2.153.1 while
still using IE8.  Eveything worked then.)

So, what should I try next?

    Hi thanks for starting your thread. I have a few questions, well a comment first. I don't understand why the MS Tech decided to Uninstall the SP1, then did he Install the 65updates, including the SP1? In other words, put you back to where you were when you called? It appears to me from what you described is that you had no problem until updating to IE9, so that would have been my guess as to what caused the issue in the first place.

    When you ran MBAM, did you Disable Vipre along with the Firewall?

    Do you use a Router?

    You mentioned NirSoft shows it as Enabled; what is the "it"?

    Since you have Vipre with a Firewall, you have the AV Home Premium version?

    Your Flash files are correct and the Shockwave Flash Object Enabled with the correct vs of FP should be working.

    What addons are in the IE from Vipre? Any Vipre Toolbar?

    Thanks for replying.  I appreciate your help.

    The Microsoft Level3 Tech said something in Win 7 Pro
    had become corrupted, so rebuilding (NOT reinstalling)
    the operating system was needed.  First came the
    rollback, then rebuilding from the installation DVD
    (glad I had paid extra to have it when I bought the
    machine last year), then installation of IE9, and
    finally re-installation of the 65 updates and SP1. 
    (That also fixed an issue I had been having with
    some few 3rd party 64-bit programs failing to install.) 
    The process took many hours, with the Tech calling me
    (from India) every hour or two until she was satisfied
    that IE9 was working and all appeared back to normal.

    Later, I discovered that the process had corrupted VIPRE,
    so with THEIR free help I got that removed and reinstalled.

    Then the problem with Flash Player 10.2.153.1 surfaced.

    MBAM did not require disabling the VIPRE Firewall, but I
    did turn off VIPRE's Active Protection during the scan. 
    MalwareBytes is compatible with VIPRE, as I run it only
    manually, whereas VIPRE AV is normally on continuously.

    I do not use a Router at this time -- just a DSL modem. 
    Obviously, THAT can't be a culprit, or Flash would fail
    in Opera as well as IE9.

    NirSoft's TurnFlash program, which I installed to double
    check that Flash was enabled, shows Flash IS enabled --
    the "F" DOES appear in its tray icon (it would be missing
    if Flash were disabled).  TurnFlash lets you toggle between
    these two states so that you can turn off annoying Flash
    banners on selected sites, then restore Flash for others. 
    It's a free convenience that I never used before.

    Yes, I have VIPRE AV + Firewall Home Premium version,
    which I just renewed for another year.

    I also use the latest version of WinPatrol Plus, which
    plays nicely with everyone (no conflicts).  Its developer
    is a Microsoft Gold Partner.  WinPatrol can show me
    ActiveX controls, active tasks, services, etc.  It too
    reports that the Flash ActiveX control is Enabled.

    There is no VIPRE toolbar in either IE or Opera.  I DO have
    VIPRE set to block 3rd party Banner Ads, and it always will
    put a notice in place of a blocked ad to show that VIPRE
    has blocked it.  No such message appears when Flash
    content fails to run.  Instead, I get a notice that I need to
    update my Flash Player (which, of course, I just did).

    So I performed the following experiment.  Using Opera, I
    downloaded a web page that had Flash content that would
    not play online in IE9 as just described.  Then I used IE9
    to open that page OFF line.  The Flash content would
    NOT play on the page just it did not in IE9 online.  Next, I
    copied the .swf Flash file from the Opera Cache to another
    folder, and tried opening that file with IE9 OFF line. 
    It played!

    Therefore, the problem with non-playable Flash content is
    ONLY with IE9 ON line.  And, as mentioned earlier, there
    is the related(?) issue of the download failure that does
    not appear to occur at other sites I have visied with IE9.

    Incidentally, I use RoboForm, and THAT so far appears to
    have transitioned from IE8 flawlessly without intervention.

    Are we having fun yet?  :-)

    Hi  Thanks for the explanation of the MS Tech's procedures.

    The problem in my opinion could be Vipre/Firewall/NirSoft/WinPatrol/IE9/Flash Player. Flash Player works thru the browser and we have a brand new browser. As with all new browsers, there are unknown factors when coming out into the "Real World"

    The latest Flash Player was Security related so I haven't heard too much on that as an issue. FF4.0, IE9 and other related problems though. IE9 is not the only new browser:-)

    The fact that IE9 is now showing Flash content could be all of the above or several. I think Vipre/WinPatrol and any addons in the browser would be what I would look at first. Another thing to consider is the Firewall Settings.

    When Flash Player Files and the IE ActiveX Control are correct and not working properly, then the first thing to check is the Anti-Virus and their addons. Other Anti-Virus programs and their addons. Something is conflicting, so trying to find out what is what is needed.

    Take a look at the IE addons for the above and let me know.

    Also I know Vipre & WinPatrol are Installed. Is NirSoft Installed and  how does it turn off Flash Player? At the website or in your Computer?

    I think there may be more than just one thing going on so we'll see what they may be.
