Flash Player v31.0.0.108 MSI - SCCM application build fails to install from Software Center

After creating a standard application build for System Center using a MSI installer file downloaded from the Distribution page below, we are not able to use Software Center to install these Flash Player plug-ins on Windows systems. It keeps failing with message: "Unable to make changes to your software. There was a problem applying changes to the software...More Info 0x643(1603)"

I tried running the MSI installer by itself but it too fails with message stating: "You must have administrative privileges to install Flash Player 31. Please logon with administrative privieleges and try again."

This behavior appears to have changed as in the past these MSI files allowed admins to enter their credentials to complete the installation.

Has anyone else come across this issue and behavior? If so, were you able to find a solution to get around it for SCCM?

There has been no changes to the MSI installer (aside from updating the MSI GUIDs with each release) for quite some time now.

What Windows version is this on?

Which MSI installer file are you using (ActiveX, NPAPI, PPAPI)?

Please provide the following log files for the same installation attempt:

  • MSI installation log file with options v+x enabled (verbose with additional debugging)
  • FlashInstall log file saved at:
    • 32-bit OS: C:\Windows\System32\Macromed\Flash\FlashInstall32.log
    • 64-bit OS: C:\WIndows\System32\Macromed\Flash\FlashInstall64.log AND C:\Windows\SysWOW64\Macromed\Flash\FlashInstall32.log (both are required)

Are you modifying the MSI file in any manner (e.g. using a transform file)?  If so, also provide the Transform file and the modified MSI file.
