Flash player - version 21- will not load to Mac os 10.11

Question

I have tried many times to load flash v21 to mac os 10.11.

It downloads, the installer opens and when I click on the installer its quits immediately. I have version 19 and the os warns me of its critical security issues. Using Safari and Chrome.

Macbook pro - 2013 everything is up to date - as at May 2016

If you haven't rebooted yet, that's a great place to start. At minimum, it will eliminate a bunch of potential roadblocks for other steps.
