Flash Player Visited Websites Blank

I go to Flash Player settings:

I need to grant a specific site to allow camera and microphone access(while everything else is blocked as normal per my laptop).  When I open the Website Privacy Settings tab(or any other tab for that matter). My 'Visited Websites' are blank. And there is no option to 'add website' or anything like that as Adobe Flash 'help' suggests I do to simply resolve the issue. 

I have already ensured antivirus, windows settings, the website itself has access to both camera and microphone but I believe it is Flash player preventing the site because I am consistently getting an error stating 'browser not granting access'. which it is. I am using google chrome(up to date)
