Flash Player - Website locks up.

I bought a new Dell XPS 8900 in 11/2015 with Windows 10.  Flash Player came pre-installed and integrated with Internet Explorer, and is automatically updated.  Right now, I have version 24.0.0.221, and it is working.  I get locked up on only one website, specifically Publishers Clearing House.  I normally go in website through e-mail.  I get locked up when they are showing their "JUNK ADS" or I'll get locked up and a message saying that I "... need to install Adobe Flash Player".  I have to close the website window and e-mail.  On occasion I couldn't close the website window and have had to re-start my computer.  If I go back in right away, it usually comes up "locked".  Normally I have to wait a little while and then go back in and it's OK until it does it the next time.  It does this at least once or twice every time I go in and has been doing it for over 10 months now.  Is this a problem with Flash Player or the PCH website??  It would be nice if I had some ammunition before I go to PCH and complain --- AGAIN!!  Any help is appreciated.
