Flash Player will not install please HELP

I have used flash for years and all of a sudden it just won't install.

I uninstalled so now have no flash.

Mac OSX 10.11.6 relatively clean install of the OS.

Tried the offline installer...no luck.

Tried adjusting keychain certificates...no luck.
