Flash Player will not load

Windows 8.1, Internet Explorer 11.0.9600.19003

So Far:

Enabled Flash Player

Disabled ActiveX Filtering

Updated browser (IE11)

Three times. With someone looking over my shoulder to ensure I was following the directions correctly.

Web Site says Flash comes with Windows 8, so I can't install it

BUT

No web site with rich media content will play anything "Flash".

AND

There is a Flash folder: c:\Programs(386)\Adobe\Flash

It is completely empty.

AND

Flash does not appear in programs list in Control Panel

Is there a way I can get around the incorrect "it's already installed" issue?

I'm not sure what directory this is. Flash Player files are saved at:

32-bit OS: C:\Windows\System32\Macormed\Flash
64-bit OS: C:\Windows\Systeme32\Macromed\Flash AND C:\Windows\SysWOW64\Macromed\Flash

Flash does not appear in programs list in Control Panel

The embedded Flash Player ActiveX for IE is a component of IE and will not display as a separate entry in Control panel

Screenshot of the directories Flash Player files are saved at (See above).
Screenshot of the Manage Add-ons window, after navigating to the page that doesn't show Flash content.

No. Microsoft embeds Flash Player in IE and there is no separate Flash Player installer for Flash Player ActiveX for IE on Windows 8.x
