Flash Player won't download

I have tried many times to download Flash Player Version 27.0.0.130 and it acts like it's downloading, I restart my computer, but it still isn't downloaded. I'm using a laptop with Windows 7 Pro. I have both IE and Google Chrome. Last night I was able to watch a movie online without any problem but when I tried to watch another it came up with the same error that I needed to download Flash Player.
When I initially go to the download page I get a message at the bottom of the screen saying  "An add-on for this website failed to run", but it lets me go through the download process without any other problem. But when I go to watch something online it won't play and Flash Player doesn't show up on my system.
I checked in the "Manage Add-ons" section in "Tools" and Shockwave is already enabled.
Please help!
